There has been some time since the release of Starfield. As players are slowly traversing the massive world, they come to a realization that it is unfinished. The issue here is with the Keybinds of the game, where scrolling or using the W and S keys doesn’t work. When you use the Scroll Wheel on your mouse, it will move the list up and down instead of lowering or raising the Outpost.
The same goes for the W and S key on your keyboard. When you press the W key, it doesn’t work and when you press the S key, it also doesn’t work. You can go into the Keybinds Settings and change the keys around, but it also doesn’t work, because Keybinds are set to default afterward.

Fix Can’t Raise or Lower the Structure in Outpost Starfield
To fix the issue, you will have to simply try restarting the game and using W/S. In case it doesn’t work, you can press Tab Key on your keyboard. It sometimes takes you to the Editing Mode.
