You can find the Energizing Elixir in the Snow Fields Stable, which is on the Northwest of Central Hyrule. You can follow the road, going up going across the gorge.
Here, you will find a beautiful lady named Harlow. She will make things clear by telling you that this Golden Horse in front of you is Zelda’s.
But, you can do something special in Zelda Tears of the Kingdom that allows you to acquire this Golden Horse.
In order to get the Energizing Elixir, you will first have to get the Golden Horse in Tears of the Kingdom.
At the start of the Open World, you will get to the Lookout Landing. Here you will get the Lookout Landing Skyview Tower Unlocked.
After unlocking the tower, you will meet with a Bird named Pen. He is going to discuss the newspaper he’s working on.
From the Lookout Landing, you will have to travel towards the New Serenne Stable through the River area. From there, you need to cross through the Gorge and reach the Oromuwak Shrine.
After passing through the location, you will get to the Oromuwak Shrine and you can see that in the image below as well.
Besides that, just on the left, you will also find the Lucky Clover Gazette. At the Gazette, you need to get inside. Here you will talk with Penn. Then talk with Traysi.

From the Gazette, you can follow the path to the Tabantha Hills and from there reach the Snowfield Stable.

Go North from there and you will find a Flying Creature. DO NOT FIGHT THE ICE DRAGON… never ever do that. You will find the Golden Horse ahead while passing secretly through the Ice Dragon area.

If you have White Chuchu Jelly, use it with your Bow. You can freeze the horse and rush to it. Smash it while trying to ride the horse.
Pack some stamina food with you in order to Tame the Beast. After taming the Beauty, you can just take it back to the Stables and talk to Harlow. You will get Royal Bridle and Royal Saddle as well here as a reward from Harlow.
On top of the Golden Horse and other stuff, you are also going to get the Energizing Elixir here as well. Go to the Stables and Register the Golden Horse.
