Get inside Ebbside in Neon
First head to the Neon. Then proceed to the Ebbside. It is on the opposite side of “The Emporium”.
Go to Frankie’s Grab and Go Shop
Head inside and you will find Frankie’s Grab and Go (Frankie’s Grab+GO). Again, head inside this shop of Frankie’s.
Get Seokguh Syndicate Keycard from Franchesca Moore (Frankie)
Behind the counter, you can find Frankie in the flesh. It is the short name, while the full name of Frankie is Franchesca Moore. She has the Seokguh Syndicate Keycard, which you can either steal or start the Ryujin Faction Mission.
If you stand behind Frankie, you can see a Door on your right side. But in case you are facing Frankie, you can definitely see a door on your left side. Go and use the keycard to open the locked door.
