Kill the Pyro Commander
One reliable way of getting the Tempered Vest for free is to kill the Pyro Commander in Al Mazrah City. The Pyro appears at random in one of three locations: the Control Tower at Al Malik Airport, the Post Office in Al Mazrah City, or the US Embassy in the same city.
