Get to the Spires
To get to the Spires, fast travel to the Lower Hogwarts Valley Floo Flame location and then use your broomstick to fly south of the school. The Spires are rock formations southwest of Hogwarts.
Once you arrive in the Spires area, your task is to fly around the rocks and pop five balloons. The balloons will be close together and have boosts in between them, so it’s not difficult to hit each one.
