When you are in the area, you need first to get the ghost thing inside you. The main issue here is with the level. You can go back and jump from the high platform that is just above the pipe in the wall. Afterward, you can complete the “Man in the Sewer” Quest.
After that, you won’t be able to complete the level because you can’t access the lever. It is required to progress through the rest of the zone. As a result, you are stuck in the Tiller’s Rest Region of the game after doing the “Man in the Sewer” Quest.
