Council Tribunal Key Puzzle Location
You need to go to the Losomn Area in the game with the Palace Version. Find the Juggler and he will give you a special Quill that opens the door behind him. Take that door and reach the end to find the High Council.

To solve the Council Chambers High Councilor Key Puzzle in Remnant 2, you will have to first pass through the mirror and then pick up the keys on the right side.
The Keys and the color should match the seat of the Councilor sitting on them. Therefore, you need to match the button color with the Councilor Color that is sitting on top.
